That is an antique Baccarat scramble ( or macedoine). You can distinguish them from Clichy or Saint-Louis scrambles because they use short lengths of spiral twists set roughly at right angles, and very few - if any - millefiori cane sections. But watch out for fairly similar Bohemian and Chinese examples - they are not confusing to the experienced collector, but they can be to the novice. That said, a good Bohemian and a poor Baccarat are probably of similar (very modest) value.
