I don't really know anything about glass so I was wondering if someone could tell me what this is?

Bohemian decanter in highrise enamel and gold, aka "terzo Fuoco" technique.  Impossible to say how old - but would be any time between 1950 and yesterday.  There should be a stopper, and six matching little schnaps glasses.  Possibly by Egermann - but there were and are a dozen makers of similar.
