Keith your bottle is considered a perfume anywhere from 1875 up to 1910-1915. The largest producers of cut bottles were (neck & neck) the English & the U.S., the French not nearly as much. Daubers did not appear in mass number until after 1915 when the manufacturers started mass producing the smaller pressed bottles in the mostly cylindrical shapes where a dauber was necessary. In the late 19th, early 20th century in bottles as yours the flat bottom of the stopper served the same purpose as the later dauber as usually these earlier bottles held a higher volume. Atomizers were very popular during this period of time but were more expensive than the bottles.
Awfully tough to attribute these cut bottles so be prepared to accept country of manufacture as as good as it gets.
