There's one in Strange & Rare (1987) with an urn on top (looks like a tiny goldfish bowl).   Helpfully the description reads "Manufacturer unknown, 19th / 20th century."  ;D

I've often wondered whether their stability and very low centres of gravity might suggest shipping or railway items.

That would make sense this is almost impossible to tip over, and there is no damage to the rim of the vase.
