Thanks for all the interesting leads I never thought that this could be American in origin - I'll see what I can dig up.

Resco - it does kind of look like Robert E. Lee but the attire just doesn't match-up.

Erhard - Attached are some more detailed photos.

I'm now wondering if this could be German Emperor Frederick III?

Hi everybody,
thanks a lot for the interesting Detail pictures- now there are two
decorations, the upper really Looks like the Iron Cross (which is worn around the neck
and hanging down the collar - the other one is an 8 pointed star beneath the sash, now also visible...

Very good idea- I agree the portrait is very similar to Frederic III of Prussia-
and indeed- there is a painting by A. von Werner, showing the Emperor in the same pose,
and with the iron cross and the  lower medal visible- here is the Weblink to the painting:

p.s. So this would sort out Bohemia(which was part of Austro-Hungarian Empire),
and confirm a Prussian (German Reich) origin

Thank you for all the impute.  I was using other images to make my conclusions but the portrait above is an even better likeness.
