Small Jugendstil open salt

Even though it's a bit cloudy inside I just couldn't leave this behind the other day at a boot sale. I presume that it's an open salt rather than a lidless mustard but whatever the case, it has a strong Jugendstil type decoration. Obviously lots of their pieces have liners but did WMF make their own glass at this time? If not them would anyone please suggest a possible manufacturer?
