Shape would certainly lend itself to that possibility though I would think a mechanical glass handle that would see contineous usage & varying pressure applied to it would be solid rather than hollow where breakage could result in injury to barkeep's hand, but maybe that was not a concern back then.

Odds are high we will never know exactly what function this piece served, but fun speculating.

The cobalt blue one was of similar size and was 3 sided like this one?

What we are engaged in are speculating/guessing possibilities & in all probability we will never know the exact purpose for the piece since its an oddball as in not a vase, bowl, candlestick, well known object, etc.

You're probably right about identifying this specifically, I was unable to find any "Car Vases" larger than 10" inches, and with this being 16" inches, I really don't think this is it, although I'm digging further to see if this perhaps might be part of a horse drawn carriage?  As for a tap in a bar, I would expect to see some type of wear inside the neck opening where either a insert was attached to the actual tap to complete the handle, or wear on the outside of the neck opening if the tap was somehow attached to the outside with some type of tightening screw mechanism. Hopefully I'll get lucky and run into it in google pictures.   Otherwise my girlfriend wants me to make a bracket for it and she is going to turn it into a Tiki Torch.
