I believe this is by Richardson, Wayne has a bowl in the same colours which he attributes to them. It has a rough pontil on a domed base, overall diameter about 6".

I also found this very interesting site about fairy lights, the thumbnail to the Richardson section has what looks like a frosted light, also in the same colours. It is later listed in the catalogue images as HGR 10563.
