Rather flamboyant bud vase – who made this?

I inherited this unusual bud vase from my mother, who bought it at least 45 years ago at an antique dealer. I've never seen one like it, with its strong coloring, frilly wraparound rigaree, and claw feet. I've looked online for something similar to help me identify it, including the encyclopedia and database here, but without luck.

Any ideas as to the origin, or any other information?

Almost certainly Bohemian, perhaps Welz or Harrach
