Please Help ID Unusual Crackle Finish Vase

Hello again! Picked up this curious piece the other day in a shop. The glass is cased black over clear over white. The crackling may be cut in? Almost looks like wheel marks to me. 7" tall......any ideas?

That crackle is just expanded by blowing, but more than usual, otherwise you wouldn't see it on the base. You also forgot the orange layer
