I have the tray listed as belonging to Anne’s Mystery Set 43; see

and I assume that its manufacturer is still unknown .

I have several reference photos of sets (or part sets) in a variety of colours with a similar tray, lidded pots and ringholder (so I presume that they are from some kind of designated matching set), but two distinctly different candlesticks patterns (neither being like those with your pale blue set, unfortunately).
