Is it not more likely to be "Nocturne" on the base? It would seem to me to be a bit more realistic for a name.  :)

Seems to be a modern Waterford Crystal product made in Hungary and is part of the "Nocturne" gift range but (if the box in the link below is correct for the item) is actually (or also) called "Orion Paperweight 2".

See this eBay item for an example.
