National Archive pix attached. It's unusual in the sense that the frog appears to sit very high - perhaps not a few were knocked to oblivion when the duster caught them. Probably never find the vase, unfortunately.
Max. could well be Maximillian - it sounds possibly an eastern European name - after the Emperor maybe, and Lowit occurs in the London area quite commonly as a surname to Max. (along with Joseph), in the late Victorian period and into the early C20. - emigrees perhaps from Bohemia.
