Swan on wine glass stem I'd?

Hi all,I found this swan over the weekend with a sort of wine glass stem,it stands 5.5" high with wear you can feel if you drag your nail along the edge of the foot.My first thoughts were frigger,but it may have been made as a table decoration,it's certainly a hand made foot although no polished Pontil,any thoughts on this one ,many thanks.
