Is the enamel fired on? If so it cannot be scratched easily. It is also possible that this was painted privately or by a decoraor rather than glassworks.

I've seen this before but I can't remember where. The thing that sticks in my mind is the quality of the enameling, which is much better than the average and generally that suggests fewer quantities than Laura Ashley. I think it is about 1985 and almost certainly Scandinavian.

The enamel won't scratch so I think it must be fired on.
