Artist identification

Found several weights on eBay by artist L.H.Bayley all from mid 1990's.  They are all hot stamped on the pontil "L.H.Bayley plus a 4 digit year".  I am creating a database of American and Canadian paperweight makers with a description of how their weights were signed and was wondering if anyone knows about this artist?

Hi. His work is so similar to that of Joe Rice, that I wonder whether he worked or trained in his studio?  Might be worth emailing to ask.
