Hello there, could somebody please help me identify this little girl?

She's a figure from a centrepiece and would probably have once sat in a flower frog and bowl. As far as I recall she hasn't been positively ID'd but some have suggested she's from Schweig Mueller & Co. based on the bowls she's often seen paired with. She's known as 'Windy Wendy' by collectors.
