Topic: Scandi hooped vase?

I know it's so difficult to identify hooped glass but trying anyway to see if anyone recognises it?
Measures 23.5cm in height

one...................    can't see it in Pina & Vigier
two..................     although there are exceptions to the rule, the fact that this isn't cased might be the give away.
three................     that base looks rather suspect.

in other words I don't know, but have a sneaky feeling this one isn't Scandi.
