Studio vase with starry base?

Hi all. I've been struggling to identify this piece for a while and have had to admit defeat. Could anyone here help please? I don't think it has much age, there is no wear. Measures 8" tall. Tia.

Nice vase. How are the stars done? Gold leaf? Enamelled? Something else?

I don't really know to be honest. It's not gold leaf, could be enamel though now you mention it. I don't think they are canes either unless they are incredibly thin.
