It's a bracelet called Pesce by Frank Thrower for Wegdwood...not that i have seen one before.

Made in two sizes, in clear and midnight, 8.5 and 15cm, Pesce Ring Swing and Bracelet Branch, pattern numbers FJT31 and FJT32 respectively.

Can't think why on earth I bought it, it looks almost parasitic

It's the two eyes and the smug grin that "appear" in your photo that make it look as if it's eaten something good, that it shouldn't have. 

I'd fret about slashing my wrist unintentionally, wearing that.

Ooer I hadn't noticed that in the photo. How bizarre
I tried it out with my one and only bracelet and its not the most stable of things, and can easily be knocked over.
Its a better design for a coat hanger methinks.
