Identification of hoop vase

Hi All
any ideas on this vase initially thought ingrid then swedish but none fit this style.  Hopped vase with black flecks in the glass not really bubbles although there are a few but flecks dominate the design.  There seems to be an impressed mark to the base but unreadable.

Any info appreciated.
