Very strange Dimpled Paperweight???

This has to be one of the strangest paperweights that I have come across. It has rows of dimples all the way around with one row in yellow, the other black/red and stands at 3 ½” inches tall. There is plenty of wear so I don’t think that it is modern and it has a highly polished base, so probably not Chinese. It certainly wouldn’t win any beauty awards!

Any ideas as to its origins or purpose...is it even a paperweight? ???
