Help With Art Glass Signed Dish or ???

Hi All. This is my third post and as said in the previous, I thank everyone for their time and help. This flower dish / plate / object is signed on the reverse and looks like it might have been part of something else, though I’m not certain of that. The signature can be seen to the right on the reverse in gold. I’ve exhausted all my abilities in figuring this one out on my own and would love to hear your thoughts on what it might be and who made it as well as age. (Sincerely, Joe)
