It's definitely at least one of those.  The previous owner thought it was a Cognac Pipe from Finland.  I haven't been able to find any makers of these, and I have not seen any examples with the same detailing on the pipe.  Nothing came up on a search of the GMB, however I'm confident there will be another GMB member who knows all about them!
