Pulled Amber glass - Solifleur or Hatpin holder with pin tray?

At first I thought this was a solifleur with a really weird foot, but lately I have been wondering if it might be a hatpin holder with integral pin tray.

It has a very distinctive base, which I know is also on something else in one of the boxes, but I never managed to track it down.

All thoughts greatly appreciated.
