Pressed glass dish, signed with a seal mark! - ID = Hoya, Japan

I would love to know the maker of this pressed glass dish!

On the bottom is a seal type signature - i am not sure what the right side is of the seal, bottom or sideways.

Any help would be greatly appreciated! Many thanks!
