I suspect this a fairly modern piece that was a blue over clear and then sand blasted to leave just the blue stars. It's as simple as putting adhesive backed star cutouts on the vase and then sandblasting the entire piece. I made some vases and bowls using this technique but with fish motifs and flowers and other items.
