Malta vase - ID = Phoenician Glass, Malta

This vase is 6.5" (16.5 cm) high and 5.5" (14 cm) in diameter. I posted on another site for some help in deciphering the writing on the bottom and one response was that the word at the bottom looks like "Malta". I can't make much of the top line except that it seems to start "Pl...", the second line looks like initials and a date "BDS 04" and my guess for the bottom line was not "Malta" but now it does kind of look like that to me. Any thoughts on this? I had it pegged as American studio glass, but I don't often see Foglia d'Argento on American studio glass.... Any ideas on who made this and where? Thanks!
