Need help ID Fish Platter

Need help ID on this fish platter.  Platter is 22 inches long by 8 3/4 wide.  It is not marked in the front.  On the back (see picture) it has 1696, underneath that number it has a number 2.  Also has the number 9 with an unknown marked underneath that.   Any help would be appreciated.   I also have the matching plates.  No marks on them.   Thank you

The mark under the 9 is an arm holding a sword which was used by the Czech Epiag ceramics manufacturer.
