It would appear that the Czech spelling is 'Pavel' and the Polish 'Pawel', so Poland might be a valid suggestion

I saw that one and assumed it was Polish but discounted linking it because it wasn't the same style vase.
Ok. Maybe the cutting looks better quality on Jay’s vase too.

I think the first name on your vase is Mariun which appears to be eastern European, can't help with the second name.

It's a long shot but the second word might be related to the word "chtonic" or "chtoniczny" in Polish meaning "relating to beings from the afterworld".

John Paul II was Polish. The Polish people are, in general rather proud of him and he is a very popular motif. This traditional style of flashed and cut glass is available in lots of contemporary shops. (although it is perhaps 8 years since I've visited.)

Czech but they do a huge assortment of glass.

Example although I'm not sure the cameo has been carried out in the same way as your vase example:
