Tall Ribbed Vase

Handmade 12"/31cm tall, 5"/13cm dia. at top, 3.75"/10cm dia. at base.  Base is scratched and indicates age. Inside base is two digit watermark "80" of some kind?  Looks like it is missing another digit.  Trying to identify maker/country of origin.  Does piece look familiar to anyone?
