Engraved Clear to Green Vase ID Help

I have a clear to green engraved vase decorated in the round with floral and foliage designs. it is unmarked. It has a baluster or hurricane form. It is unmarked. 16" h. I am curious about the maker. comparable vases have been attributed to moser or harrach, but i don't see the quality of moser.
