Mystery White Opalescent Swans

Does anyone have an idea on these swans which have defeated the usual experts I talk to... the best guess was they could be French. They are fairly small at a height of 2.75in and width of 3.5in. They are rare in the UK, we think only two have turned up previously, other than this pair, and they were white as well. They do not contain lead, being low weight. If they were English they were probably from the northeast, but then we would have seen more of them. They are unmarked and definitely not Burtles Tate or Joseph Webb etc.

Currently a bit stumped on this one...
