Arts and Crafts glass vase

Any ideas what this vase might be? Looks like Powell, in terms of the colour and some of the techniques (optic ribbon trailing and air bubbles), as well as the shape which is similar to the glasses with histories vase. But the combination I can't find any reference to. Would love to see if anyone knows who made and designed it.
