Unfortunately, the distinctive foot doesn't seem to be any help in identification.  ???
Anyone able to confirm age as Victorian?

Is the rim cut and polished?

Can you upload clearer and larger photographs of the gilding please?
If you adjust your pixels to 600 x 400 they should upload just fine.

I'd say it is late Victorian and possibly Moser or other Bohemian, or even possibly French St.Louis or similar.
