I think this may possibly be by Percival Vickers. neilh has one similar on his site in the 1870-72 PV section Rd.No. 269194, mine has two rows of the raised vertical oblongs. Apart from a fine ring of wear on the foot and a few scratches it is in very good condition.

The little "parachutes" as the term goes were used on a number of goblets from the mid 1860s to early 1870s so you can be fairly sure on the date. It's not in the Percival Vickers catalogue though. A Manchester attribution is quite likely but not guaranteed.

I'm now leaning towards James Derbyshire, the stem and foot in particular are similar to Derbyshire ones I have. I don't know if it's significant but they all weigh very close to 500gms and have a volume of 150cc. to give a density of 3.3.
