Possibly French circa 1st half of the 20th Century.

Do you think it could be from Meisenthal?

The one below has similar foliage.

I'm not sure if Meisenthal is a glass works or just an area where multiple factories were situated. Anyone know?

There is also some resemblance to Portuguese paperweights of the mid to late 20th century.
