Welcome to the message board Moleary. Maybe a vase or even something like a pen holder, if a candle burned all the way to the bottom the heat would probably crack the glass. 

I have a paperweight that may well be by the same maker, it also has a few small diachroic bits floating about that I think I see in yours. Will post some photos of it later today.

I'd say it's a bud vase. The signature looks like L. or possibly Z. Adams, I did a quick search but found nothing.
