Feathered / Fenicio vase? ID?

Hi all,

this is a 37,5 cm tall (almost 15 inch) vase in what I believe is Fenicio technique.
It is made of three glas layers (white, blue and white) and has a flat bottom - no pointil mark.
The white outer layer is not totally flat and adds a bit of texture to the vase.

Any idea about the maker on this one?
