Small frilly rimmed late Victorian jug

Hi , this little jug has a polished pontil it’s a touch heavier than you’d expect .I guess it was rolled in chips of blue and white with the odd red piece ?At the top the pieces blend in with the body but towards the bottom they are proud of the glass feeling rough to the touch .Any thoughts thanks .
