Is there a sort of ripple-y depression in the middle?
That might indicate mould blown.
If the depression is round and smooth with a high shine, it's had a pontil rod broken off and the remaining scar was polished.
Which was why I wanted to see if that bit had been polished. to compare it to the rim.
If they'd done the base properly, there would be no reason for the rim to be left rough. But I'm really not sure now.
We could do with some input from others who might have more ideas or knowledge.  :)

I've bumped this thread of my green bowl because the short cut neck on yours reminded me slightly of this but mine is completely smoothly polished and finished.

I wonder if your vase is something more contemporary. The rim finish isn't great quality because it's not highly polished and finished if you see what I mean?

No sign of a polished broken off pontil rod polished scar, and does have a rippley shallow depression. Just a point to note that the base is also hollow, not solid, though much thicker glass than the dome. Is it posssible to do that in a mould blown piece?n (Sorry, not an expert!). To behonest you wouldn't know the rim was "rough", only shows in a raking light.
