Hand Blown Decorative Glass Ball - Venetian?

I have a hand blown hollow blue swirl glass ovoid desk object - don't believe it to be a paperweight. It has green enamelled decoration applied to the surface and measures approx 80 x 100 mm. There is a roughly snapped pontil to the base with an etched signature that I can't make out. Can anyone help with identification? Thanks
