Queen Victoria 1897 Commemorative Dish

Struggling to ID this one, a commemorative I have not seen before.
Height 1.5 in / Width 4.5 in, not lead glass.

Anyone seen this previously, or in colour?
Or care to hazard a speculative attribution?

not something I've seen before Neil  -  don't see it on line either.       There are acres of these commemorative pieces  - the only thought I might have would have been Sowerby, but am sure if it had been theirs we'd have been aware of it long before now.

Yes I've discussed this with thewingedsphinx (Mike) and he thinks not northeast. I bought it on the off chance it was Thomas Kidd. Having examined it, I think the glass is a bit too thick and solid for Kidd. Although it was the right density for them, around 2.5g/cc, I'd need to see one in colour to up the likelihood of them being the maker, I'm currently at 10-20%. This leaves few other possibilities at that density range in 1897, and so I'm turning thoughts to someone like Defries, or a commission from a London agent for the Jubilee.
