This seems to be an unusual clear glass decanter with a yellow uranium glass rigaree around the neck. I think mid-late Victorian, from the Stourbridge area, it has a flattened round body, 9" tall overall with a polished pontil, the base is a bit wonky and it wobbles. The stopper appears to be contemporary although I'm not sure if it's original, it glows brightly under 365nm. UV whereas the decanter doesn't. It's also been quite crudely snapped off but it fits well.
