Unknown Makers Mark

 Purchased a paperweight and was unable to determine the Maker's Mark.  It seems to be an overlay of West Virginia.  HELP!
The paperweight is 4" in height, 3 1/4 in diameter

The VW stands for Wheaton Village and JS was the glassmaker who made your weight
