Shear marks - would you expect them on a quality piece?

Looking at a large Murano bird at auction today, the Beloved pointed out a very distinct shear mark on the tail, which he thought was a chip.  When I said that I thought it was acceptable, he felt that if the piece had been a quality one, they would have smoothed the mark out.

I decided not to bid in any case, but would that be the case that only the mass produced stuff would have shear marks?

Referencing my post below, Garage sale find. Fox? Fawn? Rudolph? Who made it?, the tail of the Murano glass critter in question - probably a deer - has shear marks at the tip of the tail. They are smooth - not a chip or chips. Perhaps this was a way of finishing critters by the Muranese glassmakers.

yes, that is what I thought, but I wonder if it is the cheaper end that would be finished that way, rather than the better quality ones?
