technical query - internal flashing

This small vase ( ? ) 9cm high is partially internally flashed with green glass. How is this done ? Is molten glass too viscous to form such a thin even coating ? Or is it cased ?
The vase is intriguing in other ways. It is mould blown, but with very crisp moulding and high gloss finish, and both the rim and the base are ground flat. The base is ground flat and polished almost to an optical standard. Any practical use would scratch the base. Perhaps it was supported by a metal mount of some sort, perhaps an epergne or some sort of table setting, but what would it be used for ?
