sterling silver decoration??

Can you really use sterling silver for painted decoration like this (as opposed to silver or gold leaf)? If so, does anyone know how?

Just looked again and am wondering whether the mark actually says Stirling (place or name) rather than sterling. A bit of marketing sharp practice by the manufacturer, perhaps?

Possibly Stirling was the deigner or the manufacturer.

At Geo Wade and Sons, makers of Bell's Whiskey and other commemoratives, the gold or silver for this type of decoration was delivered in solution, the firing driving off the solvent, leaving "precious" metal residues. 22ct gold, or 925 silver it may be, but of infinitesimally small value and significance. Seller is arguably a hype merchant.
