Title: Can anyone ID this irridescent paperweight?

Wondered if anyone knows who made this paperweight. It has a mark on the base which I can't read, but this might just be a scratch. It also has a pin-prick size hole so I'm wondering if it is a second. Any info would be appreciated.

The signature is that of Mtarfa (Malta).
