Title: Frosted & jeweled robin egg blue (What is it?)

I don't even know what to call this to find out information on it.  It is embellished with gold paint, green and red gems.  The glass is frosted and measures 15 inches tall and the bowl alone is 5 inches tall.  I'm wondering what it is and where it would be from.  I do not see any indications or marks.  Thank you again.

i have an identical one in frosted white milk glass and have never been able to find out who made it or if there should be a lid with it. Obviously Italian, but not something that ended up in the art glass books....
